jointly and severallyは、英文契約書で責任を表すフレーズのひとつです。
jointlyが連帯してを意味します。

賃貸借契約からです。賃借人の賃料支払い債務について、保証人が賃借人と連帯責任を負うとしています。
The Guarantor hereby further covenants with the Landlord that the Guarantor is jointly and severally liable with the Tenant for the fulfillment of all the obligations of the Tenant under this Agreement and agrees that the Landlord in the enforcement of its rights hereunder may proceed against the Guarantor as if the Guarantor was named as the Tenant in this Agreement.
（訳）：
本契約に基づく賃借人のすべての義務を履行するために、保証人は、賃借人と連帯して複数の責任を負うことを地主とさらに別途契約し、本契約に基づきその権利を行使する家主が、あたかも保証人が本契約で賃借人に指定されたものとして、保証人に対して訴訟を起こすことがありうることに同意するものとする。
